Promoting Independence: Disability Action Plans for SA is the South Australian Government’s strategy to progressively improve disability access and inclusion across all public sector and funded services and to comply with the Disability Discrimination Act (Commonwealth) and the Equal Opportunity Act (South Australia) 1984. The strategy was introduced in October 2000.

Disability Action Plans

A Disability Action Plan is a way for an organisation to plan the removal, as far as possible, of discrimination against people with disability. An action plan identifies ways in which an organisation can ensure that its goods, services, premises and facilities are accessible and non-discriminatory to people with disability.

How to write a Disability Action Plan

Resources for assisting organisations to develop a Disability Action Plan:

The Promoting Independence strategy requires Chief Executives of South Australian government departments to provide an annual progress report on the implementation of portfolio Disability Action Plans. These reports are then collated into an across-government progress report.

Contact Disability, Ageing and Carers to learn more about developing a Disability Action Plan. Copies of the earlier progress reports can be found below, under 'More information'.

Funded non-government organisations are required to develop Disability Action Plans as part of their funding and service agreement with the Department for Communities and Social Inclusion.

Existing disability action plans

The Australian Human Rights Commission maintains a register of Disability Discrimination Act Action Plans.

The former Department for Families and Communities (DFC) Disability Action Plan 2007—2009 (Word 239KB) was developed to outline key strategies and actions required by the department to achieve the six strategic outcome areas detailed in the Promoting Independence strategy.

Breaking down the barriers booklet

In December 2011 the Breaking down the barriers booklet was launched to acknowledge the progress achieved since the Promoting Independence strategy was introduced in 2000. This booklet highlights some of the key initiatives that have been pursued, and provides a guide for future initiatives to improve access and inclusion for people with disabilities.

Disability awareness and discrimination training

Disability awareness and discrimination training is available for staff of government and non-government organisations. The purpose of the training is to provide staff with the foundations for:

  • identifying and adopting competent practices when relating to clients or staff who have disability
  • demonstrating an understanding of the implications of the Disability Discrimination Act (1992)
  • avoiding practices that discriminate against people who have disability.
